Mr. Soria is a consultant with Education Support Services Group (ESS). ESS provides a comprehensive menu of services for governing boards, superintendents, senior management teams, school districts, and community colleges.  The divisions of service include:  leadership and governance; executive search services; curriculum and instruction; human resource management; and business and fiscal services.

He is a Certified Public Accountant with more than 23 years of school district experience as a Chief Financial Officer/Director, having served most recently as Chief Financial Officer for the Tustin Unified School District.  He supported and advised superintendents, school boards, department administrators and school site staff, developed and managed major budgets, directed and managed district facility programs, served as district lead risk manager, and developed and evaluated all major contracts impacting district operations.  Mr. Soria also served as an active member of district negotiations teams.  His background includes positions as an accountant with CPA firms and he also served as a District Budget and Fiscal Manager for the Riverside County Office of Education.

Mr. Soria earned his bachelor of science in business administration/accounting, cum laude, from California State Polytechnic University, Pomona.  He is also a graduate of the ACSA School Business Academy and is CBO certified by the California School Business Officials.

Mr. Soria possesses significant consulting experience, having provided a wide variety of school business services, including effective use of categorical program resources, budget analyses to maximize district resources, year-end closing and accrual process, analyses of state budget proposals, legislative changes, etc., implementation of SACS and GASB reporting requirements, preparation of AB1200 negotiation disclosures and related salary and benefit projections, and preparation and development of multi-year budget projections.

He has directed, developed, and analyzed financial data related to the preparation of various financial reports, including salary settlement negotiations reports, year-end actual and budget reports, attendance and various specialized program cost and interim reports, cash flow projections, multi-projections, and Gann Limit calculations.  Mr. Soria also planned, supervised, and conducted audits of governmental entities, including K-12 school districts, community colleges, and private colleges.

Mr. Soria holds membership in the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.  He is a Past Chair of the State CASBO Accounting Committee, Past Director III for the CASBO Eastern Section, Past Chair of the CASBO Eastern Section Accounting Committee, Past President of the Riverside County Association of Chief Business Officials, and was Chair of the 1993 School District Audit Conference.
