Sam Neustadt has 36 years of experience in various aspects of education, starting as a teacher and then serving as a principal.  He was an administrator/visiting educator for the California Department of Education where he designed and implemented new customer service, compliance monitoring, and complaint-and-dispute-resolution systems for Special Education in California.  Mr. Neustadt also served as Assistant Superintendent for the Solano SELPA and as Executive Secretary for the Solano County Council of Superintendents.

Following undergraduate work at UC Santa Barbara, Mr. Neustadt earned a master’s degree in education administration from the University of Southern California and a master’s degree in education administration from CSU San Francisco.  He also has 70 semester units of doctoral-level work in educational psychology from UC Davis.

Mr. Neustadt was appointed to the California Statewide Task Force on Special Education.  He is also a member of the California Special Education Local Plan Administrators Steering Committee Association.  He was a Visitation Team Leader for the California State Department of Education Distinguished School Recognition Program.  He has been a member or an appointee of numerous other professional organizations, as well.

Mr. Neustadt has co-authored several education-related publications and has made special-education-related presentations to CSBA, ACSA, Office of Administrative Hearing Officers, United States Department of Education, and others.  Mr. Neustadt holds membership in the Council for Exceptional Children, California Special Education Administration Association, and the Association for California School Administrators.
