Dr. Rosemary Parga Duran has dedicated 43 years to serving the students and families of Merced County. She accepted her first teaching job at Planada Elementary School, where she attended school as a child. She taught there for eight years and then began her distinguished 35-year career with the Merced City School District, serving as a teacher, assistant principal, elementary and middle school principal, and Associate Superintendent of Educational Services. During the 2008-2009 school year, she became the District’s first female superintendent and served in that capacity for the last 12 years of her career, focusing on equity, inclusion, and diversity and ensuring that all students had access to modern resources and highly trained staff.

She earned her associate degree from Merced College, her bachelor’s degree from California State University, Fresno, and her master’s degree in education administration from Stanislaus State University. She took her doctorate in organizational leadership from the University of Southern California. Dr. Parga Duran has developed and presented workshops on equity and community engagement in statewide conferences and currently serves as an adjunct professor in the School Administration Program at California State University, Stanislaus.

Dr. Parga Duran has been an active member of both the Association of California School Administrators (ACSA) and the California Association of Latino Superintendents and Administrators (CALSA). In 2018, she earned ACSA’s Superintendent of the Year award for Region IX.
​
In 2013, she was selected to serve a full three-year term as ACSA's Central Valley Region 7 Representative on the Fiscal and Crisis Management Assistance Team Board of Directors (FCMAT) and was appointed to serve as a Commissioner on the State Board of Education Curriculum Commission from 2007 to 2011.

She is married to Dr. Ben Duran, a retired community college president, and is mother to twins, Alexander and Juliana.
